A new bill regulating the PMDs ( Personal Mobility Devices ) will be in Parliament this month, which will govern on the usage and limits of these devices. Under the Active Mobility Bill ( Click here: Proposal by LTA).
The main features are as follow:
- Speed limit to be 15km/hr on footpaths and 25km/hr for shared paths and cycling paths.
- The PMD must be fixed with visibility devices like lights and luminous bars from the front and back and should be highly visible during the dark.
- Cycling on the maximum should be only 2 abreast on the roads and at least two lanes in that direction, except those with bus lanes during the bus lane operational hours.
- NO CYCLING OR paddling against the flow of traffic.
When using these devices, the user should adhere as much as possible to the basic traffic rules and regulations.
- The PMD users should always give way to the pedestrians on the footpaths and shared paths. Also remember that pedestrians have the right of the way at any crossings.
- Slow down to stop when approaching high pedestrian traffic to avoid injuring any pedestrians. This is especially so at Bus stops.
- Walk the devices or dismount and push when approaching high pedestrian traffic areas.
- Stop, look and stay alert for any on coming traffic especially at junctions and also pedestrian crossings. Cross at walking speed.
- Always help and render assistance should any accident happen.
The penalty when first time offenders are caught :
$5,000 ( up to)
Jail sentence to up to 3 months OR BOTH
Many users are not setting the speed limit to their devices to avoid being “caught” and facing the penalty. There are currently now about 20,000 users around Singapore and most of them do not possess a machine which is up to the guide lines.
As more and more of such devices are being used for transportation in Singapore, do ensure that you get the right devices from only authorised dealers and also qualities that fit the requirements. This is for your safety and also the other road users.
