( Singapore Context)Under the road traffic act Section 48:
Driving Licence WILL NOT BE GRANTED to any applicant if there is another licence held by the applicant which is suspended or revoked. The applicant is also not allowed to go on the roads during the period of suspension or revoke ( meaning not allowed to drive or ride a car or motorbike).
Under this section( Road Traffic Act Part II Licencing of Drivers), as long as the person is under suspension or revoke, he will not be allowed to hold another drivers’ licence, be it any class. He will also not be able to learn driving ( practical ) as he will not be able to obtain the provisional licence.
Suspension And Revoke
Suspension of the license means that your drivers’ license is temporarily out of usage and service. You are not able to drive, ride or operate other automobiles on public roads. The licence can be reinstated if you have fulfilled your fines and the time period to which you have been suspended. IF during this period you chose to drive or ride and got caught, then it will be a harsher punishment for you.
A revoked drivers’ license means that the license is fully cancelled and it cannot be reinstated even after you paid the fine and served the period of non driving or non riding. You have to go through the whole process as like the first time you obtained your licence. Therefore you will have to fork out a large sum of money for this. Once you pass the tests, a new driver’s license will be issued, your old one will not be reinstated.
In Singapore, any suspension longer than 1 year is actually considered a revoke of the drivers’ licence. In that case, the person will need to retake everything from the theory to the practical test.
